Fixing the problem with Medical Care

My favorite way to fix the cost problem with Medicine is for Congress to fund one new Medical School in each state.  My friend Rich said we could fund health care with a lottery and I think we could fund the Medical schools this way.  We need more doctors and this would bring down the costs.
